Mission:
The Procurement Department has been established to administer the procurement process on behalf of the County. Its responsibilities include:
  • Obtain in a cost effective and responsive manner the materials, equipment, services, and construction required for County Departments in order for those Departments to better serve Banks County’s residents and businesses
  • Provide increased economy in procurement activities, maximize to the fullest extent possible the purchasing value of public funds
  • Foster effective broad-based competition
  • Provide safeguards to the maintenance of a procurement system of quality and integrity
  • Make every effort to enhance the County’s reputation of progressive and business integrity and fairness and equity to all vendors

Services:
• Purchase Orders
Except as otherwise provided herein, all purchases for materials, supplies, and services for the county shall be on an official county purchase order as prescribed by the Chairman of the Board of Commissioners and in accordance with the procedures in the purchasing manual. The Chairman has the authority not to honor purchases made outside these procedures. These obligations may be incurred instead by the individual responsible for the purchase.
• Competitive Bidding Required
All purchases for materials, supplies, equipment or services estimated to cost over $20,000 shall be based on competitive bidding procedures specifically set forth in the purchasing manual. These procedures include formal advertising, contracts, specifications, sealed bids, public opening, bid deposits and performance bonds. Any purchase for materials, supplies, equipment or services with an estimated cost between $5,001 and $20,000 shall be based upon written competitive quotations from at least three reputable vendors, without regard for formal advertising.  All open bids are listed below.

Any purchases for materials, supplies, equipment or services estimated to cost between $1,001 and $5,000 shall be based upon verbal quotations from at least three reputable vendors. Any item, materials, or service which has a value of $1,000 or less may be purchased from any approved vendor recommended by the using agency or in the absence of such recommendation, from any approved vendor selected by the purchasing agent. Each such purchase shall be authorized by the head of the using department or division in accordance with the procedures prescribed in the purchasing manual.

• Companies Awarded Contract Requirements
Banks County requires all companies that are awarded a contract for services to be registered with the Georgia Secretary of State.  Registration instructions for corporations, partnerships, and limited liability companies can be obtained at the state's website.  Additionally, frequently asked questions can be reviewed at this link.

Sometimes, corporations incorporated in another state, a "foreign" corporation under Georgia law, should review the provisions of OCGA 14-2-1501 (profit) or OCGA 14-3-1501 (non-profit).  These laws provide that a "foreign corporation may not transact business in this state until it obtains a certificate of authority from the Secretary of State.   More

CONSTRUCTION SERVICES FOR A LOCAL MAINTENANCE & IMPROVEMENT GRANT (LMIG) PROJECT TO INSTALL A 2-LANE PAVED ROAD AND ROUNDABOUT TO A FUTURE BANKS COUNTY INDUSTRIAL DEVELOPMENT PARK IN THE BANKS CROSSING AREA. Competitive sealed bids for the specified service shall be received by Carter Engineering at the address above.  Proposals must be in the actual possession of Carter Engineering at the location indicated, on or prior to the exact time and date indicated above.  Late proposals shall not be considered.
 
Proposals must be submitted in a sealed envelope.  The Request for Proposal number and the offeror's name and address should be clearly indicated on the outside of the envelope.  Emailed proposals will be accepted as long as all information requested is submitted.  Send emailed proposals to brian@carterengineering.net

INTRODUCTION
 
The Banks County Development Authority (herein referred to as the “owners”) are requesting proposals from qualified contractors to provide construction services on for all items as shown on the attached plans.  Offerors must provide a proposal that meets the requirements of the scope of work.
 
PROJECT DESCRIPTION
 
The subject site is located off US HWY 441 across from Faulkner Road in Banks County, Georgia.  The owners propose to install a 2-lane road as well as a 2 -lane roundabout that will be used for a future industrial development. The project construction plans address all aspects of the project. 
Carter Engineering Consultants of Watkinsville, GA has completed site plans for the project and obtained the necessary permits from Banks County. 
 
SCOPE OF WORK
 
The successful offeror will be required to install all items per the plans and specifications.  The construction work will be periodically monitored by Carter Engineering for adherence to the design and specifications.  Carter Engineering will provide quality assurance and serve as the owner’s technical representative for the project.  The contractor is responsible for adequate quality control, to include but not limited to asphalt testing, concrete testing and compaction testing of structural fill. 
 
EXISTING CONDITIONS
 
The existing site includes undeveloped land that currently contains a few trees, brush and overgrown weeds. The project will extend from the existing industrial park stub-out near Boots Etc to the back of the Industrial park property.

Q: Are bidders notified when they are not awarded the bid?
A. Not individually, but the Board of Commissioner meeting minutes will report the decision within the minutes.

Q: Do all vendors have to possess a Banks County business license?
A: No.  However, some types of bids do require a Banks County license such as construction, maintenance and repairs.
