Mission:
The Procurement Department has been established to administer the procurement process on behalf of the County. Its responsibilities include:
  • Obtain in a cost effective and responsive manner the materials, equipment, services, and construction required for County Departments in order for those Departments to better serve Banks County’s residents and businesses
  • Provide increased economy in procurement activities, maximize to the fullest extent possible the purchasing value of public funds
  • Foster effective broad-based competition
  • Provide safeguards to the maintenance of a procurement system of quality and integrity
  • Make every effort to enhance the County’s reputation of progressive and business integrity and fairness and equity to all vendors

Services:
• Purchase Orders
Except as otherwise provided herein, all purchases for materials, supplies, and services for the county shall be on an official county purchase order as prescribed by the Chairman of the Board of Commissioners and in accordance with the procedures in the purchasing manual. The Chairman has the authority not to honor purchases made outside these procedures. These obligations may be incurred instead by the individual responsible for the purchase.
• Competitive Bidding Required
All purchases for materials, supplies, equipment or services estimated to cost over $20,000 shall be based on competitive bidding procedures specifically set forth in the purchasing manual. These procedures include formal advertising, contracts, specifications, sealed bids, public opening, bid deposits and performance bonds. Any purchase for materials, supplies, equipment or services with an estimated cost between $5,001 and $20,000 shall be based upon written competitive quotations from at least three reputable vendors, without regard for formal advertising.  All open bids are listed below.

Any purchases for materials, supplies, equipment or services estimated to cost between $1,001 and $5,000 shall be based upon verbal quotations from at least three reputable vendors. Any item, materials, or service which has a value of $1,000 or less may be purchased from any approved vendor recommended by the using agency or in the absence of such recommendation, from any approved vendor selected by the purchasing agent. Each such purchase shall be authorized by the head of the using department or division in accordance with the procedures prescribed in the purchasing manual.

• Companies Awarded Contract Requirements
Banks County requires all companies that are awarded a contract for services to be registered with the Georgia Secretary of State.  Registration instructions for corporations, partnerships, and limited liability companies can be obtained at the state's website.  Additionally, frequently asked questions can be reviewed at this link.

Sometimes, corporations incorporated in another state, a "foreign" corporation under Georgia law, should review the provisions of OCGA 14-2-1501 (profit) or OCGA 14-3-1501 (non-profit).  These laws provide that a "foreign corporation may not transact business in this state until it obtains a certificate of authority from the Secretary of State.   More

STRIPING, MARKINGS AND SIGNING ON VARIOUS COUNTY ROADS                                                                         
                                                                             
Sealed Bids, for furnishing all materials, labor, tools, equipment and appurtenances necessary for approximately 33 miles of striping, markings and signing on various county roads will be received by the Owner at the County Commission Office located at 150 Hudson Ridge, Suite 1, Homer, Georgia 30547 , until 9:00 a.m., local time, on December  17, 2019, and then at said office publicly opened and read aloud.
 
The Project consists of the following major elements:
 
Approximately 33 miles of striping, markings and signing on Various County Roads.
 
All work shall be completed in accordance with Plans, Special Provisions, and the latest edition of the Georgia Department of Transportation Standard Specifications, applicable Supplemental Specifications, and the latest edition of the Manual on Uniform Traffic Control Devices (MUTCD).
 
The work will be awarded in one Contract.

WATER MAIN INSTALLATION FROM FREE DRIVE TO ENGLISH ROAD

Banks County Public Utilities desires to engage a Contractor to install a water main extension from Free Drive to English Road. The project is running parallel to Highway 441 along the current location of powerlines owned by JEMC. Then we will expect contractor to run a smaller service main up English Road. This project will consist solely of labor as Banks County will provide all materials needed to complete this project. The contractor will be expected to install waterline to Banks County’s Standard Specifications for Water Main Installations.

Q: What is required to respond to the bid?
A: In addition to being able to comply with the specific requirements of the bid, the firm must be able to also provide:
  • A copy of your Business License from City/County where your business resides.
  • A copy of E-Verify documentation
  • Compliance with all federal, state and local laws..

Q: How are county bids communicated?
A: Bids are communicated by advertising the bids in the official organ of Banks County - Banks County News and by posting the bids on this page of the website.

Q: How can I find out the bid results?
A: All bids are decided in the Board of Commissioners meetings and documented in the Board of Commissioners minutes.  You may also call the Purchasing Office for bid opening results at (706)677-6903.

Q: Are bidders notified when they are not awarded the bid?
A. Not individually, but the Board of Commissioner meeting minutes will report the decision within the minutes.

Q: Do all vendors have to possess a Banks County business license?
A: No.  However, some types of bids do require a Banks County license such as construction, maintenance and repairs.
