Board of Commissioners
About Us:

The Banks County Board of Commissioners is composed of five members elected by the voters through at-large elections for four year staggered terms. The Board, as the county’s governing authority, is responsible for establishing policy for county operations, enacting ordinances and resolutions to promote the county’s health, safety, and welfare.  The Board also is responsible for approving the annual budget and millage rate which funds the operations of the constitutional officers as well as the departments under the Board’s jurisdiction.

Jimmy Hooper

The  chairman, who is the chief elected officer responsible for the daily  operations of the county government, is elected county wide every four  years. As the board's presiding officer, the chairman sets the agenda  and is responsible for the orderly conduct of commission meetings. It  is the chairman's duty to enforce the rules of procedure that have been  adopted by the board. 

Jimmy Hooper is currently serving his first term as full-time Chairman.  His first term of office began January 1, 2013 and he was reelected for a second term that will extend through December 31, 2020.  He is a lifelong resident of Maysville and is married to Kathleen Benton Hooper.  They have two children and six grandchildren.  Jimmy is a retired school administrator after 30 years of service to the Banks County school system.  The Hoopers are  members of the First United Methodist Church of Commerce and Jimmy is actively involved in many civic organizations including the Banks County Rotary and the Homer Phi Delta Masonic Lodge.

Charles Turk
Vice Chairman
District 4

Charles Turk is currently serving his second term as the District 4 Commissioner.  He is currently serving a term that began January 1, 2013 and he was reelected in 2016 for a third term that will extend through December 31, 2020.  He received an Associate Degree in Preveterinary Medicine from Abraham Baldwin Agricultural College and a Bachelor of Science Degree in Poultry Science Technology from the University of Georgia.  Charles is married to Kimberly Beck Turk.  They have two daughters and one grandson.  Charles is a farmer raising poultry, cattle and timber on the Turk Farm established in 1898 and also owns various rental properties.  The Turks are members of Homer United Methodist Church and Charles is actively involved in many civic organizations including Homer Fire Department, Maysville Rescue, Banks County Rotary, Banks County Cattlemen’s Association and the Banks County FFA Alumni.
 

Danny Maxwell
District 1

Danny Maxwell is currently serving his third term as the District 1 Commissioner.  His most current term of office began January 1, 2015 and will extend through December 31, 2018.  He retired from pharmaceutical sales a few years ago and is married to Charlotte.  They have two children and 2 grandchildren.  The Maxwells are members of Glory Baptist Church.  Danny served his first term as Commissioner in the late 1990s.
 
 

David Duckett
District 2

David Duckett is currently serving his second term as the District 2 Commissioner.  His most current term of office began January 1, 2013 and he was reelected in 2016 for a third term that will extend through December 31, 2020.  He is a lifelong resident of Banks County and is a cattle farmer in the Hollingsworth area.  He has one daughter and 2 grandchildren and is a member of the Line Baptist Church.  David served his first term as Commissioner in the late 1970s.
 
 

Sammy Reece
District 3

Sammy Reece is currently serving his second term as the District 3 Commissioner.  His term of office began January 1, 2015 and will extend through December 31, 2018.  He is the owner of R & F Feed and Fencing and has a poultry and cattle farm in Gillsville.  Sammy has been married to Kay for 13 years and they are members of Glory Baptist Church.
